Several countries are still cautious about adopting an open-door policy, but others have made noteworthy strides. Among these, a number of African nations stand out for their exceptional levels of openness.

The Henley Openness Index: A Measure of Global Accessibility

The Henley Openness Index, developed by the global residence and citizenship planning firm, Henley and Partners, plays an integral role in analyzing this trend. It examines the correlation between a country's openness to foreigners, the number of countries it allows visa-free entrance, and the freedom its citizens have to travel. The Index assesses all 199 nations and territories across the globe, scoring them based on the number of nationalities granted access without prior visa requirements.

Methodology of Scoring

Each country or territory is assigned a score of 1 if passport holders from that country or territory can enter without obtaining a pre-arrival visa. This includes scenarios where passport holders are granted visa-free entry upon arrival, issued a visitor's permit, or able to obtain an Electronic Travel Authorization (ETA) without needing prior official clearance. These situations fall under the purview of the destination country's visa waiver schemes.

Conversely, if passport holders need to acquire a visa or a government-approved electronic visa (e-Visa) before departure, the country or territory receives a score of 0. This also applies if passport holders require pre-departure government clearance for a visa upon arrival, which is considered non-compliance with the "visa-free" standard.

Each country's overall Openness Score equals the total number of countries granted visa-free entry (score = 1).

Africa's Most Open Nations: 2023 Rankings

According to this methodology, the following African nations rank amongst the top for their level of openness in 2023. Notably, the first four spots are occupied by African countries, each achieving the maximum score of 198. In fact, 7 of the top 10 spots are held by African nations, with all of these scoring no less than 197.

These rankings highlight the commendable efforts of these African nations in opening their borders, creating an inviting and accessible environment for global visitors, and playing a significant role in the globalized world.
