The giveaway of 500,000 airline tickets began on 1 March and is expected to span approximately six months, with tickets being released in different phases. The initial purpose of these tickets was to support airlines during the pandemic. Hong Kong-based carriers such as Cathay Pacific, HK Express, Hong Kong Airlines, and Greater Bay Airlines are responsible for distributing 65% of the tickets through their direct channels or authorized agents. The remaining tickets are reserved for tourism-related sectors to promote inbound tourism and showcase Hong Kong as an attractive destination.

The distribution of the tickets employs various methods, including lucky draws, first-come-first-served allocations, and buy one, get one free offers. The tickets are round-trip economy class, and winners are required to bear the costs of associated surcharges, fees, and taxes.

The release of tickets has been phased according to different markets. Initially, tickets were made available to Southeast Asian countries in March, followed by mainland China in April. In May, tickets were opened up to Northeast Asia, Europe, and other markets. Japan and Taiwan are scheduled to launch their giveaways in June and July, respectively.

To apply for Hong Kong's free flight tickets, interested individuals can register through the Hong Kong Airport's website or the respective airline websites. It's important to note that the ticket limit for Europe has already been reached, with the final flights being given away between 10-16 May. The number of tickets allocated for each European city was as follows: 3,260 tickets from London, 900 tickets from Frankfurt, 380 tickets from Zurich, 950 tickets from Paris, and 350 tickets from Madrid. Winners will be notified via email on 5 June for those who entered the quiz.

While the ticket allocation for Europe has concluded, registration is still open for participants from the United States, Canada, South Korea, Taiwan, Australia, New Zealand, India, Nepal, Bangladesh, and South Africa. Additionally, more tickets will be released for mainland China in the third quarter of the campaign.

It is worth mentioning that an additional 80,000 free outbound air tickets will be given to Hong Kong residents in July, with a further allocation for residents of the Greater Bay Area. In total, more than 700,000 tickets will be distributed as part of this initiative.

'Hello Hong Kong' Campaign: Additional Discounts and Incentives

The free airline tickets are part of the broader 'Hello Hong Kong' campaign, which aims to attract visitors to the city by offering special discounts, vouchers, and other incentives. With a budget of $2 billion (€1.8 billion), this campaign provides tourists with one million vouchers valued at over HKD100 (€11.60) each. These vouchers can be utilized for discounts on various expenses, including food, drinks, transport, hotels, retail, and attractions.

Furthermore, Hong Kong will host more than 250 events and festivals throughout 2023, showcasing its vibrant cultural scene. From the renowned Hong Kong Marathon to the Clockenflap music festival, Art Basel, and the Hong Kong Rugby Sevens, the city offers a wide array of experiences to engage and entertain visitors.

Entry Requirements and COVID-19 Measures in Hong Kong

Hong Kong, having adopted a stringent approach to containing the spread of COVID-19, previously implemented some of the strictest travel rules among global destinations. The city aligned itself with mainland China's 'zero-COVID' strategy and took a cautious approach to reopening its borders.

While mask mandates have been lifted in most settings, some high-risk areas may still require mask usage. Previously, non-compliance with mask regulations incurred fines of HKD5,000 (€600).

Impact on Airlines and Virgin Atlantic's Decision

The closure of Russian airspace following the invasion of Ukraine has impacted airline operations, resulting in the suspension of services to certain destinations. Virgin Atlantic, after 30 years of operating flights to Hong Kong, made the decision to close its offices in the city. Flights to Hong Kong were initially suspended due to the pandemic and were scheduled to resume as part of the 2023 summer schedule. However, Virgin Atlantic opted to withdraw from the Asian travel hub entirely, citing various factors such as the closure of Russian airspace, which significantly increased journey times.

Customers who had booked flights to Hong Kong with Virgin Atlantic from March 2023 were provided with options for refunds, vouchers, or rebooking on alternative routes.

Taiwan's Incentive Scheme for Tourists

In a bid to attract tourists, Taiwan launched its own scheme, offering monetary incentives to visitors. The country aims to welcome six million tourists in 2023 and plans to provide them with approximately €150 to spend during their stay. The spending money will be delivered digitally and can be used for accommodation expenses and other costs within Taiwan.
